STRATEGIC MESSAGE
ADO’s engagement during January–June 2026 demonstrates how national and womenled
organizations can shape humanitarian reform, strengthen local leadership, influence
coordination spaces, advance Nexus approaches, and build equitable partnerships with
donors and agencies. Across these engagements, ADO consistently advocated for
localization measured by power, resources, accountability, and local leadership—
not by consultation alone.
EXECUTIVE SUMMARY
A national actor connecting communities to global policy
From January to June 2026, ADO strengthened its advocacy presence across national, regional,
and global humanitarian and development platforms. The organization used these spaces to
promote local leadership, equitable partnerships, HDP Nexus approaches, child protection,
feminist humanitarian action, disaster risk reduction, community-led recovery, flexible financing,
and strategic collaboration with donors and agencies.
ADO’s role was not limited to attendance or representation. The organization contributed
technical knowledge, field evidence, policy recommendations, and partnership proposals that
reflect the realities of communities and local responders in Yemen.

ADO has consistently positioned localization as a practical and structural agenda. Across
engagements with humanitarian coordination platforms, funding actors, UN agencies, INGOs,
feminist networks, and global technical bodies, ADO emphasized that national organizations
must be treated as strategic actors with decision-making power—not only as implementers of
externally designed programs.
These priorities were reinforced in discussions on Yemen localization, Grand Bargain reform,
locally led disaster financing, philanthropy, Concern Worldwide’s strategy consultation, and
community-led response models.

ADO offers partners a combination of community access, national legitimacy, technical
experience, field-informed advocacy, women-led leadership, and the ability to translate
operational realities into policy-relevant recommendations. For partners advancing localization,
Nexus, protection, resilience, and equitable partnerships in Yemen, ADO represents a credible
platform for collaborative action.
